SECTION 1: For easy access and general courtesy for those who menstruate, personal hygiene products shall be made available, free of any cost in all public areas. The funding for this bill will be $5 billion generated through an additional 1% federal sale

SECTION 2: Personal hygiene products challenge be defined as pad, tampons, sanitary napkins, and panty liners. Public areas shall be defined as public parks, libraries, hospitals, and public schools.

In addition, it shall also include all government buildings, transportation centers, and homeless shelters.

SECTION 3: The execution of this bill will be overseen and managed by the US Department of Health and Human Services alongside the Health Resources and Services Administration.

A. The federal government will purchase products wholesale and distribute them to local governments for distribution along with funds for maintenance and facilities.

B. Any violation of this bill will result in withholding relevant undo from the departments until they comply with the above mandates.

SECTION 4: This legislation will take effect on January 1st, 2024.

SECTION 5: All laws in conflict with this legislation are hereby declared null and void.
