SECTION 1. The use of Solitary Confinement as a means of punishment for prisoners is hereby banned in all fifty states and the territories of the United States of America.

SECTION 2. Solitary Confinement shall be defined as the isolation of a prisoner in a separate cell for long periods of time as a punishment.

SECTION 3. The Federal Bureau of Prisons shall oversee the implementation of this legislation and The Department of Justice has the authority to enforce this legislation. A. This legislation shall extend to privately owned prisons.

SECTION 4. This legislation will go into effect 6 months after passage to allow ample time for prisons, The Department of Justice, and the Federal Bureau of Prisons to make necessary changes and create new rules.

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
