* BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
2 SECTION 1.
3 The United states shall provide 500 million dollars annually in developmental aid over the next 10 years to the government of Myanmar for the Rohingya people.
4 The secretary of state will be required to annually investigate aid effectiveness and submit a report to congress regarding the findings.
5 If no significant change manifests within one decade, the US will implement a full sanctioning of the Burmese government.
6 SECTION 2.
7 Significant change shall be defined as the ending to the forced displacement, murder and Genocide of the Rohingya minority.
8 Genocide shall be defined under the definition provided by Article 2 of the Convention on the Prevention and Punishment of the Crime of Genocide (1948).
9 Developmental aid will be targeted at food, water and any basic necessities that are required.
10 Full sanctioning shall be defined as the removal of US financial holdings from military-owned businesses and governmental figures with known ties to the Burmese Military.
11 SECTION 3
12 The funding for this legislation will be appropriated from the Treasury from the Department of Defense Budget.
13 The Secretary of State will be in charge in determining the effectiveness of aid.
14 Aid can only be removed if the report submitted contains evidence of misuse that is counterproductive to the intention of the legislation.
15 SECTION 4.
16 This legislation will go into effect immediately after passage
17 SECTION 5.
18 All laws in conflict with this legislation are hereby declared null and void.
